我國實施作業場所新化學物質申報機制之評估研究

摘要


由於我國缺乏化學物質源頭式的管理策略,對於非屬現行法規公告列管之化學物質即可不受管制,直接進入國內作業環境中,為避免危害化學物質未經適當評估而進入工作場所,因而可能造成人員健康與安全之危害,本研究蒐集日本、歐盟、加拿大、美國、韓國及中國大陸等國家有關新化學物質管理作法,針對新化學物質申報管理之相關要點做分析比較,並根據我國現有部門分工制度,提出我國發展新化學物質申報機制。本計畫建議:一、需先建置完成國內『既有化學物質清單』;二、採源頭式管理,從生產、製造、輸入該新化學物質時即進行申報管理;三、建立跨部會單一窗口申報機制,避免廠商需對不同部會進行重覆申報;四、建置完善的商業資訊保密保護辦法以保護廠商商業利益;五、提升國內實驗室GLP測試能量。化學物質申報機制的建置,是源頭式的管理策略,以完備國家整體化學品管理策略,並與國際先進作法接軌,完善對工作場所勞工健康增進與安全保障。

Due to the lack of regulatory management of the use of newly developed chemicals in Taiwan, there is a possibility that new chemicals could adversely affect worker health and cause environmental damage. The objective of this study is to propose an implementation system for new-chemical notification that is suitable for Taiwan. This study gathered and analyzed information on new-chemical management systems from advanced areas including Japan, the European Union (EU), Canada, the United States of America, the Republic of Korea, and China. Several suggestions were generated as a result of the study: the establishment of a domestic existing-chemicals list; implementation of a notification process prior to the import, manufacture, or use of new chemicals; installation of an interdepartmental single entry point of notification for corporations; institution of well-established regulations for the protection of business confidentiality; and upgrading of the ability of domestic laboratories to generate scientific data on chemicals. The development of a new-chemical notification system is vital to the safe management of chemical use, and to compliance with the United Nations SAICM (Strategic Approach to International Chemicals Management). A sound and safe system for managing the use of chemicals is also crucial to the protection of worker health and workplace safety.
