雪霸國家公園雪見地區的生態旅遊發展策略

摘要

本研究的地理區－雪見地區，包括雪霸國家公園的雪見遊憩區及區外苗栗縣泰安鄉南三村－也是通稱的北勢群八部落。由於雪見遊憩區曾為泰雅祖先活動的空間，雪霸國家公園管理處在開發該遊憩區時，打算延展其發展範圍至園區外，共同發展成具原住民特色的生態旅遊地區，因此積極結合區外八部落，共同保育該地區的生態環境、復育該地區的泰雅文化，甚至進行社區賦權計畫。經本研究的田野調查、深度訪談及焦點團體訪談等方法發現，該地區在國家公園當局的努力下，已初現一些成果，但在生態旅遊的運作上、居民的參與方面、政府的規劃手法方面、該地區的導覽解說等方面都仍存在不少問題。本研究針對該地區發展最具影響力的雪霸國家公園管理處，就目前所浮現的問題，提出一些發展策略的建議；至於對其他利害關係人，本研究也一併提出一些建言。

The study area, ”Shei-Chien”, includes the Shei-Chien recreation area of Shei-Pa National Park and Nansan Village of Tai-an Township, Miaoli County, also known as the Eight Tribes of Beishih. Since the Shei-Chien recreation area coincides with the territory recording major activities of ancient Atayal tribes, the Shei-Pa National Park Headquarters is planning to expand the boundary of the recreation area outside the park to develop a ecotourism destination with aboriginal features. Therefore, the Headquarters has been working with the eight tribes to conserve the ecological environment, preserve the Atayal culture, and carry out the community empowerment plan. Based on field research, in-depth interviews, and focus group interviews, it is found that preliminary results have been achieved with the efforts of the park Headquarters. However, problems still exist in ecotourism operation, community participation, government planning, and interpretation. Therefore, this study proposes further steps for future development. Additional suggestions for other stakeholders are also discussed in this paper.
