福建省鄉村樂齡學堂發展與推行模式之解析

Analysis of the Development and Implementation Model of Rural Elderly Learning Schools in Fujian Province

摘要


福建省是中國大陸第一個頒布終身教育法規的省份,福建省全民終身教育促進會作為福建省終身教育專業組織,在終身教育、高齡教育中發揮一定程度的影響力。2016年鄉村樂齡學堂的創立是福建省在高齡教育方面新的嘗試,本文從組織架構及理念、師資選用、課程規劃、經費來源等層面探討福建樂齡學堂的創辦模式,並分析鄉村樂齡學堂能順利辦理的因素包含:1、法令規章與政府單位的投入與經費支持;2、政府與民間組織的合作;3、各類人力資源投入;4、合理的課程規劃。大陸的高齡教育正處於萌芽階段,福建省沙縣鄉村樂齡學堂在省內的推行模式將可成為其他有意推行省份的參考。

Fujian Province is the first province in Mainland China to promulgate lifelong education regulations. Fujian Institute for Lifelong Education, as a professional organization of lifelong education in Fujian Province established in 2016, exerts a certain degree of influence in lifelong education and elderly education. The establishment of rural elderly learning schools (RELS) in Fujian was a new attempt in elderly education in Fujian. This article summarizes the establishment model of RELS from four dimensions: organizational structure and philosophy, faculty employment, curriculum planning, and funding sources. The results showed four crucial elements of RELS development, which are: 1. regulations, input and funding support from government units; 2. cooperation between the government and non-governmental organizations; 3. various human resources involvement; and 4. flexible and interactive curriculum planning. The mainland China's elderly education is in the beginning of booming. The start-up and development model of RELS implies valuable experiences for other provinces in China.
