在我國高等餐旅觀光休閒教育激增與學生多樣化來源之際,教育評鑑是品質管理相當重要的工作。本研究分析英國QAA與其HLS&T學科審核的評鑑內涵,並與現階段台灣高等教育評鑑以及餐旅觀光休閒系所評鑑進行比較。研究結果發現,英國與我國現行皆以「品質保證」及「績效責任」來做為高等教育品質評鑑的原則。QAA針對餐旅、觀光、休閒等子領域建立國訂的參考標準,重視學科「標竿陳述」。此外,QAA評鑑發展經過多方檢討,自2006年起新階段的評鑑改以機構審議的方式,強調大學策略管理的有效性。相對而言,台灣因處於評鑑的發展期,評鑑工作尚待多方的檢討和改進。本研究建議我國應訂定全國一致的餐旅觀光休閒學門的評鑑範疇、標準、標竿陳述,並聚焦於學生的學習經驗和內部品質管理等做法,以協助受評系所瞭解和自我改進其教育品質。
Taiwan's higher education is facing the challenge of a sharp increase in the number of hospitality, tourism and leisure programs and a great diversity of students. Educational evaluation is significant to quality management of undergraduate hospitality, tourism and leisure programs at this stage. This study aims to analyze the evaluation context of QAA and HLS&T subject review in order to further higher educational comparison between UK and Taiwan. The results show that higher educational evaluation in both UK and Taiwan is based on the concepts of ”quality assurance” and ”accountability. QAA has established national reference points and benchmark statements for hospitality, tourism and leisure subject areas. In addition, QAA launches an institutional audit instead of institutional review to enhance the effectiveness of university strategic management in the new stage of educational evaluation in 2006. Comparatively, Taiwan is starting its higher educational evaluation and needs more reviews, discussion and improvement. This study provides several implications and suggestions for hospitality, tourism and leisure programs in Taiwan to understand and self improve their educational quality, including reaching a common consensus on professional evaluation territory, standards, benchmark statements, and focusing on student learning experience as well as internal quality management.
