國家圖書館館藏蔣中正先生講話錄音檔案之研究

2008年中國廣播公司將包括黑膠唱片與廣播錄音盤帶在內約3萬件錄音資料贈送給國家圖書館，其中即包含蔣中正先生的廣播錄音盤帶。本研究之動機，擬試圖透過蔣中正先生歷年講話紀錄的整理，並與本批館藏錄音檔案進行比對，以瞭解蔣中正先生講話錄音檔案於國家圖書館存佚的現況。經以所完成之1,616則「蔣中正先生講話紀錄」及250則「館藏蔣中正先生講話錄音檔案」進行分析後，發現：館藏蔣中正先生講話錄音檔案共250件，內容廣泛含括各種重要講話；典藏率15.47%，僅約占七分之一；更發現現存的五分之一錄音檔案（51件）未記載於相關言論史料。本研究結論與建議為：一、重視國家元首影音檔案保存與整理，二、落實國家元首影音檔案徵集與移交規定，三、推動歷史影音檔案現況調查與整理工作。

In 2008 BCC (The Broadcasting Corporation of China) donated 40,000 items of sound archives to the National Central Library. These archives include various forms of sound recording materials such as long playing records and open reel tapes. Notable among these archives are the Chiang Kai-Shek's broadcasting archives due to their historical values.The main purpose of this study is to know the amount of items of Chiang Kai-Shek's sound recordings being collected by The National Central Library. For obtaining this result, firstly the authors have to extract from various documents for all Chiang Kai-Shek's opening speeches over the years as a population. Secondly, the authors compare the contents of population with those of donated sound archives from BCC.After comparing a population of 1,616 items of extracted speeches with the 250 items of donated sound archives, the findings of this study are: (1) The Chiang Kai-Shek's speeches encompass a wide range of topics;(2) The National Central Library merely collects 15.47% of Chiang Kai-Shek's sound archives; (3) 51 items of newlyfound sound archives are not written in the historical documents.The conclusions and suggestions of this study are: (1) to value the preservation and collation of sound and video archives of national leaders; (2) to implement the collection and transfer regulations of sound and video archives of national leaders; (3) to promote the investigation and collation of historical sound and video archives.
