國家圖書館公務出國之執行與效益分析探討（2001-2016）

摘要

圖書館的國際交流是促進圖書館發展的重要元素之一，推動圖書館的國際交流，館員實地出國執行當然是重要的一環，而政府每年也編列預算供各機關人員出國開會、考察、參訪、進修、研究或洽談業務。本文擬就近16年（2001-2016年）來國家圖書館同仁之公務出國，以公務出國報告書和預算、決算書等材料，運用量化分析和內容分析等方法，進行觀察和統計分析，探討政府每年核定多少經費，支持幾項公務出國案件，而國圖同仁公務出國係執行哪些國際交流項目？多半前往哪些地區國家？進行參訪情況？以及有何成效？以此一面向反映國圖在國際交流之實際作為及其效益。

International exchanges are an important factor in the development of libraries and the dispatching of library staff on overseas trips is one of important ways to promote international exchanges. The government includes budgetary allocations for staff members from each agency to attend conferences, inspections, visits, training and research programs, and negotiations. This paper draws on overseas travel reports and both allocated and actual budget data in order to assess the international business travel of the National Central Library over the last sixteen years (2001-2016), using quantitative and content analysis. This paper considers how much funding the government has allocated, how many business trips abroad have been supported, and which opportunities for international exchange have been pursued by the National Central Library staff. Which countries and institutes were visited, and with what expected results? In addressing these questions, this paper reflects on the international travel practices of the Library and their effectiveness in promoting international exchange.
