交岔路口肇事風險安全檢核模式之構建與應用

摘要


目前有關交岔路口之交通安全分析方法,大多以整體路口的肇事情形為分析的基礎,不易反應肇事與個別交通工程措施間之關係,更難由這些肇事分析取得規劃設計上的安全準則,以致無法直接提供道路交通工程安全改善的參考,或進而當成評估改善措施預期效果之根據。因此本研究嘗試引入按碰撞型態所區分之肇事種類及區分交岔路口肇事區位等方式,來建立肇事風險預測模式,並據此構建交岔路口安全檢核方法,應用簡易的檢核表來判定輸入參數,由此預估道路交通工程設施之肇事風險水準,以作為交岔路口安全檢視及預估安全改善措施績效的評估工具。

Conventional accident analysis methods usually use the whole intersection traffic data. Their results cannot directly response to the traffic system physical structure at intersections. Moreover, it is difficult to generate the safety criteria for traffic facilities basing on it. Therefore, in this paper, a new accident analysis method is created using the collision type and location concept. Following it, a risk assessment model is then developed to predict the safety level. For practical application, a check list table is created basing on the risk assessment model, which can be used to check the safety level of an intersection. Using the method developed in this paper, the intersection safety level can be assessed in advance.
