摘要

由於中國大陸採取新舊體制混合發展的增量改革，以及以行政板塊為訴求的不平衡發展策略，導致差距問題的不斷擴大，並誘使官員恣意介入市場等「轉型困境」問題層出不窮。據此，本文主要針對其區域發展策略的增量改革思維，試圖以中山先生民生主義之均富發展策略進行反思，以便檢視出當前中國大陸在區域發展策略上的缺憾。期望提出不同學者的論證，以便釐清其區域發展策略的爭議性。

As a result of incremental reform, a combination between new system and old system, and unbalance developing policy in Mainland China, an endless stream of transactional traps regarding to the local offices arbitrarily interfere with market have emerged in recent years. This paper tries to adopt an approach of Sun Wen Theory, such as even distribution policy, which intends to interpret how the current developing policy may or may not fit in the transaction system. It is the author's hope to provide an alternative theoretical evidence in order to clarify possible contradictions among various developing policies.
