摘要

「全台飆節慶」乃為九零年代之後台灣新興的一種文化現象，其中充滿政府對於發展文化產業的想像與措辭，然而什麼是地方真正的文化？文化經濟是對誰而言？造福了誰？公共意見是否能在這些節慶過程中被顯現等等卻缺乏細緻審慎的討論。本文企圖政治性地來理解台灣文化治理的脈絡，理解八零年代末期開始的文化運動的美意與願景，如何變成當今政治上的去民主化與文化的民粹化現象。

”Taiwan whirlwind festivals” is the new cultural phenomenon after 1990s, which is full of rhetoric about cultural industries. But what is the locally ”real culture”? Is the cultural and economic term for whom? Who was benefited? Do the public opinions appear or not during those festivals? Those issues are lack of careful and meticulous discussions. This paper attempts to analyze the culture governance policies politically and historically, to show the cultural policy of generosity and vision in late 80’s, and how it brings about political de-democratization and cultural populism during these days.
