為因應巴黎協議全球溫升控制目標,國際海事組織(IMO)於海洋環境保護委員會(MEPC)採納MEPC.304(72)決議案「IMO降低船舶溫室氣體排放之初步戰略」,該戰略計畫目標與2008年的排放量相比,到2030年國際航線船舶單位運輸的CO_2排放至少降低40%,到2050年降低70%;以及使國際航運整體的溫室氣體排放量儘早達到峰值並開始降低,到2050年的年度溫室氣體排放量降低50%,並希望實現在本世紀達到航運無溫室氣體排放的願景。為此IMO陸續採納「現成船能源效率指數(EEXI)」、「碳強度指標(CII)」以及「船舶能效管理計畫第III部分(SEEMP PART III)」等三項新規定。本文介紹此三項新規定之要求與因應策略,並推薦驗船中心(CR)提供之諮詢服務,作為船東符合減碳新規定最強力的後盾。
The International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC) adopted Resolution MEPC.304(72) "the Initial IMO Strategy on Reduction of GHG Emissions from Ships". The Initial Strategy aims to reduce CO_2 emissions per transport work, as an average across international shipping, by at least 40% by 2030, pursuing efforts towards 70% by 2050, compared to 2008; and to peak GHG emissions from international shipping as soon as possible and to reduce the total annual GHG emissions by at least 50% by 2050 compared to 2008 whilst pursuing efforts towards phasing them out as called for in the Vision consistent with the Paris Agreement temperature goals. For this reason, IMO adopted new regulations including "Energy Efficiency Existing Ship Index (EEXI)", "Carbon Intensity Indicator (CII)" and "Ship Energy Efficiency Management Plan Part III (SEEMP PART III)". This article introduces the requirements and coping strategies of these new regulations, and recommends the consulting services provided by CR CLASSIFICATION SOCIETY (CR) as the strongest support for shipowners to comply with the new CO_2 reduction regulations.
