Other than the introduction, this paper consists of three parts. The first part discusses the impact of globalization. While globalization brings unprecedented development opportunities, removes misunderstandings, promotes communications and widers our perspectives, it also increases uncertainties, widers the gap between the rich and the poor and limits choices. The second part examines the world trend of social welfare development and finds that, under the influence of globalization, the pattern has changed from an emphasis on institutional welfare to one of stressing individual rights and choices. The ”welfare state” model has also been overtaken by the preference of a ”small government”. The third part points out that new tensions have been created, as well as a new class of poor people and that there is a call for a new social policy. There is no simple solution for every society to follow in its social welfare development but the principle is that each must find its own way to protect the welfare of its people.
