企業參與標準制定組織的決策因素:以台灣資訊與通訊科技產業為例

Decision Factors of Enterprise Participating in Standard Setting Organizations: The Case of Taiwanese Information and Communication Technology Industry

摘要


隨著科技的快速發展,相容性的技術標準日益重要,制定技術標準的標準制定組織也因此引起了政府、企業與學者的重視。然而,探討台灣企業如何參與標準制定組織的研究卻依然稀少。因此,本研究以台灣ICT企業參與標準制定組織的歷程為研究對象,透過1996年至2014年共19個年度的不同標準制定組織參與時間序列資料進行分析,將標準制定組織依其特徵,包括技術標準發展、組織規模、組織年齡、領導企業參與、政府參與進行分類,並採用敘述性統計分析和同質性卡方分析,藉此了解台灣ICT企業參與標準制定組織的決策因素差異。研究結果顯示,台灣ICT企業的參與決策,在不同的技術標準發展、組織規模、領導企業參與、政府參與的標準制定組織間均有顯著差異。本研究成果為台灣標準制定組織研究提供探索性的基礎,並建議台灣企業提升參與標準制定的主動性。

With rapid technology advances, compatibility technology standards are becoming more and more important. Although these standard setting organizations (SSOs) have caught attention due to technology standards developing from consensus among companies, there is a lack of research on how Taiwanese enterprises participate in SSOs. Therefore, this study focuses on Taiwanese ICT enterprises and examines their participation in various SSOs from 1996 to 2014. These SSOs are categorized based on characteristics such as technical standard development, organization size, organization age, involvement of leading companies, and government participation. Descriptive statistical analysis and homogeneity chi-square analysis are employed to understand the differences in decision factors for Taiwanese ICT enterprises participating in SSOs. The results reveal significant differences in the participation decisions of Taiwanese ICT enterprises across SSOs with varying technical standard development, organization size, participation of leading companies, and government involvement. The findings of this research provide an exploratory foundation for future research on SSOs and suggest that Taiwanese enterprises enhance their proactive participation in SSOs.
