The purpose of the paper is to explore the influencing factors at the level of Ministry of Education implement National Curriculum of secondary and elementary schools in the Taiwan. Ministry of Education, curriculum program and implementation plan, curriculum management and dissemination, professional ability of people, idea and behavior of people, and organization adjustment six common factors were found by the questionnaire investigation and factor analysis These factors can be concluded three dimensions, which are curriculum development, organization operation, and people training. At the last Part, some suggestions were proposed for the Ministry of Education to implement new curriculum of high school and elementary school in the future.
