Cultivating civic literacy and broadening students' world views have been the two major focuses of the educational reform in Taiwan in recent years. The area of social studies is directly related to these two goals. This paper attempts to discuss the relationship between these two goals as manifested in the curriculum guidelines of social studies. The author employs the critical theories of Wolfgang Klafki (1927- ) to analyze these guidelines and to examine the implications for critical pedagogy. In conclusion, the author argues that Klafki's emphasis on the importance of practice can serve as a conceptual link between the goal of cultivating civic literacy and of broadening world views.
