中共對軍事“不對稱”概念的認知與觀點

On Mainland China's Perception and Viewpoint toward Military Asymmetry Concept

摘要

自1996年以來美國官方經常在國防與軍事上使用「不對稱」的概念，這在戰略史與軍事思想史上是一項重要的突破，代表著戰爭型態與戰略理論革命性的轉變。在未來的數十年內，中國大陸顯將成為國際戰略體系中的重要角色，其如何看待此一概念，以及未來因應與發展，將攸關兩岸與世局之變動至鉅。本文試圖從中共公開的文獻資料中，歸納整理出可資分析判斷的結論。基本上，中共當局已在相當程度上，思考了此一概念的實際作為與理論概念，同時也遭遇到若干的思維衝擊與迷惘。在未來中共的國防與軍事發展上，吾人尚須密切觀察「不對稱」概念所產生的影響及後續發展。

The American official authorities have been frequently using the ”Asymmetry” concept in national defense and military affairs since 1996. This concept is an important achievement in history of the strategy and military thinking. It's a turning point about transferring war form and strategic theory. China will play a substantial role in the coming decades. How will they manage, respond, and develop the concept? It will be a great effect not only on the cross strait relationship but also the whole world. This paper is drawing a conclusion from the collection of relative researches in order to provide suitable information for analysis and judgment of the new situation. Even thought the Chinese government is rather take notice on the concept, but it's suffering from assaults and perplexities in military thinking. We should keep our attention on the effect and development of this new concept in Chinese military progress in the near future.
