摘要

安全研究一直是國際關係的一個重要分支，早期的安全研究在冷戰核子對峙的陰影下，提出了安全困境及嚇阻的概念。20 世紀80 年代新自由制度主義及建構主義的浮現，開始挑戰由新現實主義概念主導下的安全研究，討論制度與規範等因素對架構國際安全的約束及影響，重新解析了權力的內涵。冷戰結束後，安全研究對安全所指涉對象、核心價值、威脅種類與獲致安全的手段等方面，均提出了更深入且廣泛的評析，水平與垂直地擴展了安全研究的範圍。「911 事件」揭示了一個前所未見的衝突型態，對安全研究的範疇及國際體系的本質，提出了更多的挑戰，也投下爆炸性的影響。

Security Studies is an important branch of International Relations. In the early days, the Security Studies developed the idea of “Security Dilemma” and “Deterrence” under the shadow of the Cold War ages. However, Following the coming of the 1980s and the end of the Cold War, the Neoliberal-Institutionalism and Social Constructivism merged in the debates about the IR paradigm, which also challenge the realism-dominated Security Studies field. Security Studies began to analyze the effects of the institution and norms on the international security. Security Studies
start to discuss on the referent object, core values, types of threats as well as the approach to obtain the security. Those developments deepen the scope and the nature of the Security Studies. The“September 11th events” put explosive reflections on the Security Studies. The international terrorism becomes once again the focus of the international violence pattern. The role and its importance of the non-state actor attract again our attentions and the Security Studies are facing more challenging than before even though it had been achieved a lot on the theoretic development.
