This paper conceives of two major indicators: the “Total Sum of Political Interest” and the “Total Sum of Economic Interest”. At the same time, according to the reality of central-local distribution, these can be sub-divided into four relationship typologies: 1. “Open and Decentralized”, 2. “Closed and Decentralized”, 3. “Closed and Centralized” and 4. “Open and Centralized”. Research has found that the central-local relationship was a Closed and Decentralized type in 1997. The advantage of such a situation is the uniformity of the political stance and the development of the economy. The disadvantages are that conflicts focus on the center and differentiation among the regions becomes larger. The central-local relationship in China is clearly manifested in four different typologies: “Closed and Decentralized” 51.61%, “Closed and Centralized” 29.03%, “Open and Decentralized” 12.9% and “Open and Centralized” 6.45%.
