全球化的到來同時也促成了風險的全球化。一場「嚴重急性呼吸道症候群」(SARS)顛覆了全球樂觀主義與代統所謂的國家安全觀,SARS的出現凸顯主流的社群開始關切人類的安全問題。本文從SARS所引發對人類安全的關注著手,思辦兩岸在「後SARS時代」的新安全關係。就臺灣而言,SARS是來自於邊界外的安全威脅;就中國大陸而言,SARS是屬於境內的安全挑戰,使得兩岸形成不同的防疫策略,從而建構各自對於非傳統威脅的論述。本文以為,以人類安全做為全球化拓展的基礎,建構一種以人為主體的「理想的言說情境」,或可找尋出兩岸關係的可能決之道。
The trend of globalization has also aroused the risky-globalized-impact. The outbreak of SARS upsets the global optimismmists and the traditional concept about national security. Moreover, the Security studies community now emphasizes the human security that was used to be ignored. This article begins with human security by which was threatened SARS, then analyzes the new Cross-Strait relations after the SARS era and express our opinions about the future Cross-Strait relations. In Taiwan's case, SARS was the non-traditional security threat came beyond the territorial boundaries, however, in China's case SARS was the Dangerous security challenge of indigenous disease. Therefore, Taiwan and China have separately impelled different disease control management and reconstruct the definition of security by their own situation. This article concluded that as the nations effectuate global enlargement strategy based on human security, the two states would construct the common value and consensus of human security more easily. In other words, the Cross-Strait dialogue could construct ”ideal type” democratic societies based on the common interest in human security and dignity.
