中國“資訊作戰”的類型分析

摘要

自20世紀90年代末期以降，中國成為東亞新興強權，而有所謂「中國威脅論」論調產生，其中「資訊戰」和「資訊作戰」能力是評估共軍軍事力量的重要因素。因此，本文旨在對「資訊戰」和「資訊作戰」進行系統化認識，作為了解中國「資訊戰」和「資訊作戰」能力的知識基礎。經過文獻分析，本文認為「資訊作戰」可區分為「常規／非常規」、「攻擊／防衛」兩組概念，這兩組概念交織成「攻擊常規資訊作戰」、「防衛常規資訊作戰」、「攻擊非常規資訊作戰」和「防衛非常規資訊作戰」等四種「類型學」。本文以此作為理論分析架構，並據以檢視共軍發展「資訊作戰」的思維。本文研究發現，經由上述類型分析，「攻擊常規資訊作戰」、「防衛非常規資訊作戰」由於累積相當多先進國家政府與軍隊的實際經驗，因而受到中國官方的實際支持；而「防衛常規資訊作戰」和「攻擊非常規資訊作戰」則僅具高度實驗性，故其理論意義遠大於實質意義。

China has become the new power in East Asia after the 90s of 20th century. A so-called ”The China Threat” hence occurred. The most important forces of People's Liberation Army are ”Information Warfare” and ”Information Operation.” But governmental and scholarly communities in every country do not have a common formula for this phenomenal interpretation. Upon the quest, this article intends to acquaint with ”Information Warfare” and ”Information Operation” for having the fundamental understanding of the two forces.
Through documental analysis, this article figures out that ”Information Warfare” can be included in ”Information Operation.” ”Information Operation” could be split into two sets of concepts: ”Conventional/Unconventional” and ”Attacking/Offensive.” The theory of this thesis is constructed of these two sets concepts which interwoven into four ”types”: ”Attacking Conventional Information Operation,” ”Offensive Conventional Information Operation,” ”Attacking Unconventional Information Operation” and ”Offensive Unconventional Information Operation.” Within the theoretical structure, this article examines how People's Liberation Army develops ”Information Operation” ideology.
The research discovers the following results: ”Attacking Conventional Information Operation” and ”Offensive Unconventional Information Operation” do really be supported by China's government through typological analysis because the two types accumulate many experiences from progressed nations' government and army. However, ”Offensive Conventional Information Operation” and ”Attacking Unconventional Information Operation” are highly experimental. Their theoretical meaning exists highly above the actual meaning.
