從交易成本理論探討當前中國大陸僑務之工作體系與運作模式

To Explore the Current Work System and Implement Mode of the Overseas Chinese Affairs Based on the Transaction Cost Theory

摘要


近年來隨著華僑在全球的影響力日增,中國大陸不但從「國內僑務」轉變為「國外僑務」,在「多維開展」的僑務政策下,各種僑務組織更是快速增加,並形成盤根錯節之六大體系,分別是僑務政策最高決策體系、華僑參政議政體系、僑務政策規畫執行體系、跨部委辦之執行體系、其他部委辦之協調體系與僑務之黨派群眾體系。從交易成本的角度來看,此龐大體系固然可降低蒐集訊息之成本,但卻必須付出龐大的協商、監督、估算與內部治理成本。

With the increasing global influences of overseas Chinese in recent years, China shifted from an ”internal overseas affairs” to an ”external overseas affairs”, also rapidly facilitated numerous overseas affairs organizations under the ”multiple developments” policy. It now has a far more complicated overseas affairs apparatus which included six major systems: The highest policy decision-making system; Participation in politics system; Planning and implementing system; Implementing system commissioned by inter-department; negotiating system commissioned by other Ministries; Political parties and People's organizations for overseas works. From the transaction cost perspective, this huge system can surely diminish searching cost, but will have to pay a high amount of negotiating cost, supervising cost, monitoring and measuring cost, and internal control cost.
