從沿海缺工潮到中西部缺工潮－中國沿海地區製造業內遷與中西部地區社會經濟結構轉變

The Labor Shortage in Central and Western China: The Westward Movement of Manufacturing and Its Social and Economic Impact

摘要

本研究參考中國官方統計，尤其是國內學界尚未注意到的〈部分城市勞動力市場供求狀況分析〉及〈農民工監測調查報告〉，來說明中國沿海製造業的內遷，以及中西部地區社會經濟結構轉變。本研究發現東部沿海製造業遷移到中西部，不僅引發中西部經濟成長率超越東部地區的經濟結構轉變；同時也使得中西部的缺工率超越東部地區，進而改變過去30年間農民工必須離鄉背井到沿海打工的社會結構。

By referring to China's official statistical data, especially ”The analysis of the demand and supply in some cities' labor markets” and ”The report on migrant workers” which are not much referred to by Taiwanese researchers, this paper explores the status quo of the westward movement of manufacturing and its social and economic impact on China. This paper demonstrates that the westward movement of manufacturing is deeply influencing the Chinese economy and society. It leads to economic growth in the central and western region significantly exceeding that in the eastern region. It also causes a labor shortage in central and western China, which has started to stop the flow of migrant workers from inner China to coastal China.
