哈薩克對中國地緣戰略與能源安全之意涵

The Significance of Kazakhstan in China’s Geopolitical Strategies and Energy Security

摘要

2015年中國正式提出「推動共建絲綢之路經濟帶和21世紀海上絲綢之路的願景與行動」，目的為配合目前中國積極發展的經濟與軍事戰略，連結亞、歐、非三大洲及鄰近海洋，展現中國企圖支配全球地緣政治版圖的戰略謀略，同時亦突破美國全球戰略對中國的威脅。以地緣政治的角度來看，中國戰略最大的特點在於絲綢之路經濟帶之能源戰略規畫，因該路線為美國海權權力所不易投射之地區，即地緣政治學家麥金德所稱之心臟地帶及空白地幔區，利於中國能源地緣戰略之推展。哈薩克正位於心臟地帶南端，鄰近空白地幔區，對中國具歐亞大陸基地之戰略意涵。

In March, 2015, China officially issued the ＂Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road＂ policy. The main objective of this policy ties China's economic and military strategies, which will connect Asia to Europe and the neighboring ocean and seas. It presents China's intention to dominate the global geopolitical domain, and it also can break through the threat of American global strategy. From the dimension of geopolitics, the peculiarity of China's strategy is the project of the overland strategy. As the area cannot see projection of American sea power, it is favorable for China's energy strategy impulsion. Simultaneously, it is the scope of Mackinder's Heartland and Mantle of Vacancies. Kazakhstan, located in the south of the Heartland, near the Mantle of Vacancies, has a special strategic meaning to China.
