摘要

美國護士協會（American Nurses Association, ANA）的護理品質指標國家資料庫是目前美國唯一的全國性護理資料庫，每四個月提出一次關於結構、過程、及成果的品質指標報告來評值護理照護。美國國家品質論壇（National Quality Forum, NQF）是由許多健康照護相關團體自願性結合的非營利組織，此組織任務為審核由其他團體所發展的品質指標，目前已建立15項護理敏感指標，其中7項是由ANA所發展提出任證。本文介紹ANA及NQF發展的護理品質指標及指標發展過程，以對實證性護理品質測量更了解。文中建議國內須先有護理人員品質指標共識，並融入醫療照護保險給付團體、相關專業、及民間團體建議，如此，指標才能成為全國共識護理敏感指標。

The National Database of Nursing Quality Indicators developed by American Nurses Association (ANA) is the only national nursing database in the United States. ANA publishes a quarterly indicator report in structure, process, and outcome respectively to evaluate the quality of nursing care. Over 1100 facilities in the United States contribute to this growing database. National Quality Forum (NQF) is a voluntary non-profit organization composed of collaborative healthcare-related organizations. NQF serves to examine those quality indicators developed by others and reaches a consensus on standards as nursing-sensitive care indicators. Currently, NQF has established15 nursing-sensitive indicators, and seven of them were developed by ANA with NQF's endorsement. This paper introduces nursing sensitive quality indicators developed by ANA and NQF, and their developing procedures to better understand the measurement of evidence-based quality nursing. This paper suggests that first of all, the national nursing professionals in Taiwan must have a consensus on nursing-sensitive indicators and have the indicators become part of health care insurance, associated professional organizations, and recommendations for the community. After all of these, the nursing-sensitive indicators can be endorsed by all stakeholders.
