中華民國護理師護士公會全國聯合會護理人力政策之規畫與推動

The Planning and Promotion of Nursing Manpower Policy in Taiwan Union of Nurses Association (TUNA)

摘要


護理執業環境改善非一蹴可幾,解決人力流失問題除了增加護理人力來源,更重要的是改善護理執業環境的不利因素;從工作條件、薪資福利、合理的人力配置、降低工作負荷、提升護理主管領導與管理能力、以及營造友善護理職場等多元策略著手進行,才能引吸人員留任及回流。護理改革至今,健保專款專用於提高護理人員薪資福利,並於實施六年後納入健保住院給付,將護病比明訂於健保支付標準與支付連動,以及將護病比納入醫院評鑑制度,以鼓勵醫院增聘護理人力,降低護理人員工作負荷。雖然護理人力回流有增加,但空缺率還沒完全改善,尚需要法律制度來規範護病比,將「護病比入法」護理改革才能保有持久的驅動力,改善護理人力問題。

The improvement of nursing work environment cannot be achieved instantaneously. In order to solve the problem of losing human resources, besides increasing the source of nursing manpower, it is more important to improve the unfortunate factors in the nursing work environment. Apply multiple strategies such as improving working condition, remuneration and welfare. Reasonable manpower allocation, workload management, nursing supervisor's capability of leadership and management, and create a friendly nursing working environment. Retention of nursing staff and maintain return rate can be ameliorated in order to reduce nursing manpower loss. Since the nursing policy reform, national health insurance (NHI) funds have been earmarked to increase the salaries and welfares of nursing staff and incorporate it into NHI hospitalization benefits after 6 years of implementation. In addition, nurse-to-patient ratio has been stipulated in NHI payment standard and incorporated in the hospital accreditation program. For the purpose of encouraging hospitals to increase the employment rate of nursing staff and hence reduce their workload. Although the return rate of nursing staff has been enhanced after applying those policies, the nursing vacancy rate has not been improved since then. Therefore, the nurse -to-patient ratio is required to be stipulated into regulation in order to improve nursing manpower issues persistently.
