摘要


隨著2019年冠狀病毒病(COVID-19)大流行肆虐各國,醫療衛生系統面對前所未有的負擔。大流行加劇了醫療體系的可用性、可及性、品質與安全的差距,更突顯出病人和醫護人員的安全風險。台灣防疫的成功經驗在於醫療體系充分的準備與因應,應證了適應性強且靈活的國家衛生系統能夠更好地應對和挽救生命。建構醫療照護系統之韌性(Resilient Health Systems),Resilience及Safety II的概念與病人安全政策,使能防範於未然,有效整備健康應變體系,是非常重要的課題。

As the Coronavirus Disease-2019 (COVID-19) pandemic emerged across various countries, healthcare systems are facing unprecedented burdens. The pandemic has continued to intensify the availability, accessibility, quality, safety of healthcare systems, and has hence distinguished the safety management for patients and healthcare workers. The successful experience of epidemic prevention lies in its sufficiently adequate preparation and reaction from its healthcare system, which demonstrate the adaptability and flexibility of the national-wide healthcare system can response better along with lifesaving. Constructing a resilient healthcare system, the concepts of Resilience and Safety II, as well as policies regarding patient safety; that enable effective prevention initially and timely response from the healthcare system are extremely important subjects.
