摘要

世界衛生組織定義活躍老化為「使健康、參與、和安全達到最適化機會的過程，以便促進民眾老年時的生活品質」。本文介紹活躍老化的定義與概念、歐盟提出活躍老化四大面向（「就業」、「社會參與」、「獨立、健康與安全」及「支持活躍老化環境與能力」）及22個指標及定義、臺灣的活躍老化政策，以及未來應用活躍老化指標至老年政策的展望。

WHO describes 'active ageing' as 'the process of optimising opportunities for health, participation, and security in order to enhance the quality of life as people age'. This article introduces the definition and concept of active aging, and the active aging index proposed by the European Union in 4 dimensions (employment; participation in society; independent, healthy and secure living, and capacity and enabling environment for active aging) with 22 indicators, as well as the active aging policy in Taiwan and the prospect of applying active aging index to old age policy in the future.
