應用衛星、通信科技改善道路安全環境現況條件分析

The Analysis of Applying Satellite and Communication Technologies to Improve Road Safety Conditions

摘要


為了因應車輛增加以及現有交通管制無法改善道路擁擠的困窘,政府部門常仰賴新建道路以疏解交通擁擠。而土地開發、資源、環境管理三者互為相關,道路環境的變遷必須納入國土永續發展的議題予以思考。興建公路網短期內將提升行車速度與提高土地可及性,長期卻不斷衍生交通需求,導致交通擁擠。如何打破興建道路的迷思,取決於能否有改善交通擁擠的替代方案,然而我至目前,仍然未見具有說服力的理論、策略與實證方案。 我國行政院於民國八十七年成立一跨部會之「電信國家型科技計畫辦公室」,以推動「寬頻無線通訊科技」與「寬頻網際網路科技」,希望藉助無線傳輸技術如衛星通訊以支援建置寬頻通訊網路,並規劃建置國內寬頻網路,以提昇我四通訊產業之水準與國際競爭力。本文因此在永續發展、道路環境變遷、運輸服務管理、旅遊需求,及道路安全課題下,探討應用先進的衛星、通信科技以發展資訊透明、便捷大眾服務系統的現況條件。

The government often builds new roads to mitigate traffic congestion caused by vehicles growth and inefficient traffic controls. However, the land exploitation and resources/environment management are highly correlated, and the change of road environment should be included in the issue of sustainable national land development. In short-term, the construction of highways will increase both driving speed and land accessibility, but in the long run travel demand will keep on growing and result in traffic congestion again. In 1998, The Executive Yuan established ”National Science and Technology Program for Telecommunications” to drive (he development of ”Wireless Broadband Communication Technology” and ”Broadband Internet Technology” and looked forward to apply wireless transmission technologies, such as satellite communications, to support the establishment of broadband communication networks, and hope to give a lift to the level of communication industry and Taiwan's international competitiveness. Therefore, based on the issues of sustainable development, road environment change transportation service management, travel demands, and road safety, this research analyzes the application of advanced satellite communication technologies for the development of the public service system with information transparency and convenience.
