本研究以IC計費表及行車日誌於93年7月抽樣調查台北地區70輛計程車,獲得484份日營運紀錄及9,957筆個別旅次載客資料,經統計分析得每日工作8小時平均行駛里程為147公里;司機薪資則是依據軍公教人員調薪3%及反映未來兩年物價上漲因素3%,平均每人月薪資為39,548元;國產車1.6車型之平均車價52.8萬元;車輛耐用年限為4年之攤提折舊費用422,400元等四項主要參數,經估算計程車12項營運成本之每車公里成本為20.324元,較89年核定每車公里成本19.12元,增加了1.2元,其漲幅達6.28%,再採合理空車率35%,核算計程車每車公里之合理運價為31.41元,並以平均旅次里程4.8公里與延滯時間5.09分為基準,研擬四種不同運價調整方案,提供主管機關作為運價檢討之參考。
By sampling the IC taximeters and driving records of 70 taxis for the Taipei Area in July of 2004, the research obtained 484 daily operative records and data of 9,957 individual passengers. It is figured out that the daily average driving distance is 147km on the basis of working 8 hours per day. Drivers' wages is calculated on the basis of improvement 3% for government officials as well as reflecting the 3% rising prices in next to years, and the average wage per capita is 39,548; the average price of 1.6 home-made cars is 528,000; the servicing life of cars is four years and the amortized depreciation is 422,400. With the four above-mentioned parameters, it is estimated that the 1.2 items of operation cost is 20.324/tax/km, which increases 1.2 compared with the figure of 2000, 19.12/taxi/km, namely, it grows 6.28%. The rational rate per km for each taxi is 31.41 on the basis of the rational rate of being empty. On the basis that the average traveling distance per time is 4.8km and the stop time during the way is 5.09 minutes, four fare adjustment plans are worked out for competent authorities to take as a reference in reviewing the fare.
