目前2001年臺灣地區公路容量手冊以平均旅行速率來評估都市幹道之服務水準等級,但實務應用常受制於幹道劃分過於繁雜的服務水準等級劃分方式。有鑑於此,本研究首先討論此議題之現況問題,而後利用臺北縣、臺中市、臺南市及高雄市之幹道平均旅行速率調查資料,提出最常見之50公里/小時最高速限的市區幹道之服務水準等級劃分方式,並利用自由車流速率特性,分別提出速限60公里/小時,以及速限70公里/小時之市區幹道之服務水準等級劃分基準。儘管服務水準之劃分相當主觀,但國內交通界仍必須有一套實用之共同基準,本研究提出之初步意見,可作為交通界討論之基礎。
The average travel speeds are used to evaluate the level-of-service of urban arterials in 2001 Taiwan Area highway Capacity Manual. But those are not easy for applying due to the complicated classifications level-of-service of urban arterials. Therefore, this paper discussed the current problems of this issue firstly. Then, we proposed a new level-of-service standard for urban roads under 50-km/h speed limit, which was based on the average travel speed and considered real average travel speed distributions in Taipei-county, Taichung-city, Tainan-city and Kaohsiung-city. Moreover, we also proposed level-of-service standards for 60-km/h and 70-km/h speed limits individually, based on the characteristics of free-flow speeds. A common and confidential level-of-service standard for urban roads was very important for practical application in Taiwan. This paper provided a discussion base for Taiwan traffic societies despite the proposed level-of-service standard which may classify subjectively.
