摘要

行車成本推估為交通建設計畫經濟效益評估之重要環節，國內最近一次大規模的行車成本調查距今已近10年。近年來，隨著車輛科技發展一日千里，行車成本的組成已發生變化，同時，行車成本調查及資料蒐集的技術亦已有所突破。本文旨在檢討國內行車成本推估及資料蒐集方法，藉由回顧國內相關研究以及美、英、紐、澳、日等國家之作法，比較各國行車成本估算之內涵、推估方式以及調查方法之異同，指出目前國內行車成本數據資料適用性之課題，並研提建議調整作法供後續相關研究及調查之參考。

Vehicle operating cost(VOC) is an important evaluating factor in the economic appraisal of transportation infrastructure projects. The components of VOC have been modified due to drastic technological advancements in vehicles in recent years. There has also been a breakthrough in the survey and data collection methods of VOC. This paper reviews the survey and data collection methods previously conducted in Taiwan and that of the United States of America, the United Kingdom, New Zealand, Australia, and Japan, to compare and contrast. The outcome of the review points out the issues in calculating VOC and suggests alternatives for future research and survey methods of VOC.
