都會區捷運整體路網規劃作業之研究

摘要

我國推動捷運建設逾30年，已成為各都會區主要之公共運輸發展政策。目前之規劃與審議程序採用「整體路網評估」及個案計畫「可行性研究」、「綜合規劃」等三階段辦理。因應「整體路網評估」之作業需求，本研究蒐集、整理國內捷運路網規劃案例，同時研析各地方政府已提報核定之個案計畫「可行性研究」、「綜合規劃」的審議過程，以瞭解捷運「整體路網評估」之重點規劃項目及個案計畫所關切的路網整合性議題。並提出「整體路網評估」之作業規劃項目、路網方案評估方式、路網分期排序方法及路網整合規劃，以做為地方政府辦理「整體路網評估」之參考。

Taiwan has promoted MRT construction for more than 30 years and has become the main public transportation policy in the metropolitan area. The current planning and review process is carried out in three stages: ＂Overall Rapid Transit Network Assessment＂, ＂Feasibility Study＂ and ＂Comprehensive Planning＂. This study collected domestic rapid transit network planning cases and analyzed the approved ＂Feasibility Study＂ and ＂Comprehensive Planning＂, In order to understand the integration issues and the key items of the rapid transit network planning. This study propose the methods of planning projects, network evaluation, network staged development, network integration planning of the rapid transit network planning , as a reference for local governments to handle ＂Overall Rapid Transit Network Assessment＂.
