台灣植物種苗產業之技術發展軌跡:專利及品種權之分析

Technological Trajectories of Seedlings Industry in Taiwan: An Analysis of Patents and Plant Variety Rights

摘要


近年來隨著生技產業的崛起,使得長久被忽視的植物種苗產業又再次為人所關注。然而台灣植物種苗產業之技術發展現況及其未來展望為何?迄今仍無系統性之研究。基此本研究選定最具創新代表性的專利及品種權資料庫進行分析,探討此產業之技術研究發展現況並提出建議。研究結果顯示:1.從專利分析看,我國植物種苗產業之育種技術,以植物組織/細胞培養為主,反觀多倍體培養、三倍體培養、誘變育種及體細胞融合等育種技術較少。在繁殖技術方面,則以有性繁殖及植物組織/細胞培養為主,人工種子技術較少。2.蔬菜及花卉類作物為我國植物品種權申請之大宗,以民間機構申請為主要,唯蔬菜之權利維護意願明顯較花卉類作物低。

In recent years, the bio-technology industry is becoming more and more important. That is making much interested in the industry of seedlings in Taiwan, but seldom in academia. The research related to the seedlings industry are neglect up to date. Thus, the purpose of the research tries to make some contributions for the industry. We analyze the database of patents and plant variety rights to explore the technological trajectories of the industry of seedlings in Taiwan. The results show that: 1. After analysis of patents of breeding, the techniques of tissue culture are most crucial for future development in the industry of seedlings in Taiwan, but the developments of polyploid breeding, triploid breeding, breeding of somatic cell hybridization and mutation breeding are limited oppositely. After analysis of patents of propagation, the techniques of sexual propagation and tissue culture are most crucial for future development in the industry of seedlings in Taiwan, but the developments of plant artificial seeds are limited oppositely. 3. by the analysis of plant variety rights, majority permissions in vegetable and flower section. The application of plant variety rights is led by private enterprises, but the maintain intention of plant variety rights of vegetable section is lower than the flower section.
