急診轉診制度執行現況之探討－以某區域醫院及某地區醫院之經驗為例

摘要

背景：本研究主要目的在了解國內一般醫療院所是否落實執行轉診規範。
方法：針對兩所中型醫院由其他醫療院所轉入的病患／家屬、安排轉及接收轉診之醫師進行電話及自填問卷調查。
結果：共79例轉入病患，轉入率為0.59%；轉診原因以病患／家屬自行要求轉院最多，近半數安排轉診的受訪醫師知道現行醫療法規中轉診相關規範，同時無論是否知道有規範，安排轉診醫師均確實繕寫轉診單或轉診摘要。
結論：有關單位應再加強對基層醫師在轉診醫療法規的宣導及再教育，將有助於轉診制度之推展與落實。

Objective: This study examined the present condition of inter-hospital transfer regulations in effect for emergency departments (EDs) of general hospital in Taiwan.
Methods: We investigated transferring doctors and emergency patients/families who transferred into two hospitals from other hospitals/clinics by conducting telephone interviews and using a self-administered questionnaire with the receiving doctors.
Results: There were 79 transferred patients for a 0.59% transfer rate. The major transfer reason was because of a patient/family request. More than a half of the arranging transfer doctors. who were interviewed were aware of the transfer regulations of the authorities. In the meantime, irregardless of whether the arranging doctor knew of the regulation or not, they all provided the transfer sheet/note to the transferred patients.
Conclusion: The relative authorities need to pay more attention to making information available on and 19 primary care doctors about transfer regulations in order to improve the transfer system quality.
