摘要

抗戰初期，華北從原定的主戰場變成了策應上海方面的次要戰場，與華北戰局節節失利有很大關聯。這一時期，徐永昌作為代表蔣中正坐鎮華北的石家莊行營主任與華北戰局變換有相當作用。學界過去對於華北初期戰局，比較多關注政略、戰略以及人事情況，不過卻忽略了徐永昌這一重要人物。以徐永昌為線索，梳理其在華北兩月間的舉措，考察徐永昌出任行營主任前後之作為、心緒之變化，發現這些恰恰是華北戰局的投影。徐永昌與華北戰局，反映了抗戰初期國民政府在戰略、內部人事以及備戰方面的作為與不足。因此，華北戰局在某種程度上可以看作是國民政府戰前政局的縮影。

During the initial time of the war, the main battlefield transferred from North China to Shanghai, for North China was losing great relevance. During this period, Xu Yongchang, the director in ShiJiazhuang behalf of ChiangKaishek, played a considerable role. Scholars in the past payed more attention to the strategy and personnel, while ignoring the importance of Xu Yongchang. Making Xu Yongchang as the clue, this article studied the change before and after. And all the facts are precisely the projection of war. Xu Yongchang and the war in North China reflected the actions and shortcomings of the Nationalism government in the strategy, internal personnel and preparations for the war. Therefore, the war situation in North China can be regarded as a miniature of the political situation before the national government in a certain extent.
