臺灣運動與民主的省思-以競技運動為例

Reflections on Taiwan Sports and Democracy-Taking Competitive Sports as an Example

摘要


本文探討臺灣運動與民主面臨的困境-以競技運動為例;從運動社會學的角度來看,運動組織、制度以及運動資源的分配是三種明顯區別「民主」的指標。臺灣體育組織在官方中央有體育委員會、教育部體育署;地方有體育局以及民間的最高層級有體育協(總)會及奧運委員會;地方縣(市)則設有體育會及各單項協會;或可說是仿造美國的一種「公私協力」制度;但這種民間社會與國家間的合作運作模式,往往牽涉到組織間權責與資源分配的難題。本文透過文獻探討並列舉已發生過的謝淑薇奧運退賽風波、戴資穎球衣事件以及今(2021)年東奧搭經濟艙事件等三案例,來討論運動背後的合作和對抗以及權力和控制之間的矛盾與衝突,值得吾人深思。

This article explores the dilemma facing Taiwan's sport and democracy-Taking competitive sports as an example. From the perspective of sports sociology, Sports institutions, systems, and the distribution of sports resources are three distinct indicators of "democracy." Taiwan's sports organizations have sports committees in the official central government and the Sports Department of the Ministry of Education; local sports bureaus and the highest level of non-governmental sports associations (general) and Olympic committees; local counties (cities) have sports associations and individual associations. It can be said to be an imitation of a system of "public-private cooperation" in the United States, However, this cooperative operation mode between civil society and the state often involves the problems of inter-organizational rights and responsibilities and resource allocation. This article uses literature to discuss and list three cases of Xie Shuwei's Olympic retirement, Dai Ziying's jersey incident, and this (2021) East Olympics economy class incident to discuss the cooperation and confrontation behind the sport, as well as the power and control. The contradictions and conflicts between the two are worthy of our thoughts.
