The Empirical Study of Applying TOPSIS Method to Assess Multi-System Operators Performance Ranking

應用TOPSIS法評估多系統營運業者績效排名之實證研究

摘要


Performance ranking is a complex process in which multiple financial and nonfinancial criteria are required to consider simultaneously. Furthermore, the selection process an appropriate multi-system operator has become more and more complex as the experts in the cable television industry. This study based on financial and non-financial information in 2016, divided into five dimension of scale (i.e. market share of subscribers); profitability (i.e. operating income rate and subscriber's contribution revenue); financial structure (i.e. total assets, debt, and adjusted debt/equity); cost (i.e. capital expenditure) and efficiency (i.e. operating revenue), and applied TOPSIS method to assess performance ranking as frequently encountered in the operating environment. The testing by case studies and satisfactory results obtained, the results reshuffle different ranking with the traditional structure of "Two Big, Two Middle, and One Small" . The new performance ranking followed as kbro, TBC, CNS, TOP, and TFN-M. A new role proposed for the ranking of "Two Big, Two Middle, and One Small" that "Two Big" change as kbro and TBC. The "Two Big" is kbro and TBC, "Two Medium" is CNS and TOP, and "One Small" is TFN-M. The more understand the change of performance ranking, the more focus on the insight issue for Taiwan's multi-system operators. Through the change results of the performance rankings, the multi-system operators and consumers can understand the changes in the market's actual operating trends, and the reference for government agencies supervise and manage the cable television industry. Lastly, TOPSIS method are almost corroborated by those derived from conventional multi-criteria decision making method which prove the applicability, potentiality, simplicity and flexibility of this method to evaluate performance and support strategic decision-making for organizations.

在數位化時代,有線電視已成為社會大眾的“第二高速網絡”,消費者可以接受高度清晰的視頻和音頻,提升生活品質和智能家庭生活。本研究評估台灣有線電視多系統營運業者的績效排名。透過2016年實務的財務和非財務資訊,區分為規模(訂戶市場占有率);獲利性(營業利益率、訂戶邊際收入);財務結構(總資產、負債、調整後負債/權益);成本(資本支出)及效率(營業收入)等五項指標,應用TOPSIS法,對我國排名前五名的多系統營運業者之績效進行探討,分析在市場上“兩大(凱擘與中嘉)、兩中(台灣寬頻與台固媒體)、一小(台數科)”的傳統排名結構變化與否,在傳統結構中,凱擘名列五大之首。本研究結果顯示,我國有線電視市場中前五名多系統營運業者的績效與傳統排名結構確實產生改變,按照績效結果之排名順序,依序為凱擘、台灣寬頻、中嘉、台數科及台固媒體,凱擘依然拔得頭籌。對於我國市場上“兩大、兩中、一小”的排名提出新的結構,“兩大”改變為凱擘和台灣寬頻,“兩中”是中嘉和台數科,而台固媒體則成為“一小”之地位。本研究應用五項指標之變數對我國多系統營運業者績效與排名加以驗證透過業者績效排名的改變結果,俾供業者、消費者了解市場實際營運趨勢的變化,及政府機構監督管理我國有線電視多系統營運業者之參考。最後,TOPSIS方法為傳統多準則決策制定方法,當其用來對組織評估績效和支持策略性決策制定方面,都能提供適用性、潛在性、簡便性和彈性的驗證。
