從在地走向國際，傳統食品加工業組織轉型

我國政府的政策對於食品產業深具影響力。其中，在1953年至1968年間的「以農業培養工業，以工業發展農業」就是最為重要的政策之一。五山食品的發展也受此影響頗深，儘管五山食品在自身努力並積極爭取機會之下很快地成為最具代表性的食品加工廠之一，但是其經營管理階層仍須隨時檢視公司營運狀態，保持靈活以隨時調整發展方向。因此，五山食品歷經了四次重要的組織轉型。1960年代第一次轉型著重於改善專業技術，以提供更好的產品品質來開拓不同市場。1970年代第二次轉型時，五山食品跟台灣最著名的作物「草菇」一起進入全球市場。在1980年代的第三次轉型之中，五山食品使用新的產銷策略對全球市場進行菇類銷售，並且在成本相對低廉的東南亞國家栽種草菇，再運回台灣加工出口，解決台灣當地生產成本節節上升而導致競爭力下降的挑戰。之後2005年的第四次轉型，則是在越南建立新的加工廠，善用越南當地具競爭力的人力資源，降低生產成本，銷售給鄰近的東南亞各國及美國，在國際銷售上寫下佳績。透過研究食品加工業經典案例－五山食品的發展經驗，剖析台灣食品加工產業變化並探討食品加工產業面對變動環境的因應之道。從中發現僅僅專注於專業領域是不夠的，為了在自身產業永續長存，企業對於經營管理的精進和發展策略的調整都是不可或缺。本研究提供同業或未來想進入相關產業的企業作為參考，不僅認識食品加工產業的過去、現在以及未來，更能對下一代食品加工產業有更深的洞察力。

For the food processing industry, one of the most important policies is ＂As agriculture is the soil of industry between 1953-1968, so industry facilitates agriculture＂ Woo Sun Food Factory also closely aligns with the government policy. Although Woo Sun Food Factory develops rapidly, it also remains flexible and adapts to the changes of external environment all the time, which leads to four important organization transformations in this company. The first transformation in 1960s aims for improving manufacturing technologies, providing quality products and exploiting different markets. The second transformation in 1970s takes Woo Sun Factory together with one of the most famous food in Taiwan: straw mushrooms to the global market. In the third transformation in 1980s, Woo Sun Factory adapts to new marketing strategies to bring straw mushroom sales to the global market. Also, Woo Sun Factory starts growing straw mushrooms in the South East Asia. Then import the straw mushrooms back to Taiwan for further processing, which solves the problems of increasing production cost in Taiwan. The fourth transformation in 2005 is to build a new manufacturing factory in Vietnam. Vietnam is a country with high development potential. With the location and tariff agreement, the fourth transformation brings chances to exploit the South East Asia and the US markets. Through the investigation of one of the most classic case of the Taiwan food processing industry companies, it will be help to observe the changes of the Taiwan food processing industry and the solution to the ever-changing world for the food processing industry. The food processing industry is influenced profoundly by the policy and the economic environment. Based on the policy and environmental factors evolve, the Taiwan food processing industry changes in different periods. Through the study of the representative food processing plant-Woo Sun Food Factory helps understand the changes of the food processing industry with time and provides insights of next generation food processing industry.
