摘要

派出所是日本、台灣地區及中國大陸之基層警察勤務機構，主要職司社區治安維護的第一線工作，一旦發生刑案，往往是派出所員警最先反應到達現場作初步的處理，再交由分局的刑事警察人員作後續接辦。為提昇派出所員警處理刑案的效率與品質，台灣地區及中國大陸曾有指派刑事警察人員進駐派出所協助處理刑案的作法。本文探討此種作法之環境因素及實施情形，並加以檢討分析其優缺點，最後提出結語與建議，以供警察實務界之參考。

Police substations are the front line of maintaining public safety among Japan, Taiwan and Mainland China. Once criminal cases happened, police substation officers must to handle it preliminarily and then transfer it to the follow-up investigators. In order to upgrade the efficiency and quality of cases dealing, Taiwan and Mainland China have adopted measures of stationing crime investigators at some police substations which have heavy work-loads. This article will explore the environmental factors and contents of these measures, and evaluate them further.
