臺灣公共圖書館政策發展:圖書館實務者與專家學者之觀點

Policy Development for Public Libraries in Taiwan: From the Perspectives of Library Practitioners and Experts

摘要


圖書館政策有助於指引未來發展方向,然而,臺灣公共圖書館目前並無此領航文件。本研究從圖書館實務者與專家學者之觀點,探討臺灣公共圖書館營運現況,並提出未來臺灣公共圖書館發展之政策建議,針對十位公共圖書館館長與科長進行半結構式深度訪談,探討公共圖書館之角色定位、困境與解決方案、創新服務及未來展望,並據此研擬臺灣公共圖書館政策建議書草稿。最後,分別向三位國立圖書館館長與三位學者進行專家諮詢,確立七大政策方向,包括:學習與素養、多元與包容、交流與體驗、專業與成長、數位轉型、社區連結與夥伴合作、特色館藏與地方文化記憶。研究結果可作為公共圖書館未來重要施政方向之依據及參考,提升臺灣圖書館事業發展及永續發展。

This study aims to develop practicable suggestions for a Taiwanese public library policy based on practitioners' and experts' perspectives of the current situation and policy development. Policymaking related to the development of librarianship helps provide guidance for future development. However, such documentation has not been found in Taiwanese librarianship to date. Through in-depth interviews with ten public library directors and division chiefs, this study investigated the role definition, difficulties and solutions, innovation services, and future prospects of public libraries, which formed the basis for planning the draft for a Taiwanese public library policy. Finally, expert consultation with three national library directors and three scholars confirmed seven strategic areas of focus, including: (1) learning and literacy, (2) diversity and inclusion, (3) exchange and experience, (4) expertise and growth, (5) digitalization, (6) connection and collaboration, and (7) collection and heritage. Findings of this study can be used for planning future development of the public libraries in Taiwan, which in turn helps promote Taiwanese librarianship and sustainable development.
