當城際競爭隨著全球城市(區域)的發展而日漸被激化的當下,企業型城市的治理模式開始逐漸被視爲競爭導向新都市政治模式中的重要制度工程,以激勵並帶動都市成長動能。自從Harvey對於所謂的都市企業主義的概念進行評析以來,隨著近20年來都市政治經濟理論化進程的演進,企業型都市治理的論述已跳脫出侷限在都市成長機器乃至於都市政權的成長導向地方政治經濟分析,更進一步被接合空間再尺度化過程中衍伸的不同層級治理實體的政經權力對抗,以及國家機器與不同空間尺度相互糾結的複雜社會空間關係上進行討論。在面對大量以西方後福特主義城市經驗爲主軸所充斥的都市發展政治文本當下,本文嘗試以臺北市近年來的企業型都市治理做爲基礎,探討其在特殊的兩岸三地連結、中央地方關係以及城際競爭下所衍生的空間尺度間的角力,以及在不同層級國家機器(如中央、地方)地緣政治影響下所制約的空間策略選擇機制對其企業型都市治理模式所產生的影響做一討論,進而與西方都市治理經驗中的都市企業主義進行對話。
While the phenomena of intercity competition has been intensified because of the emergence of global city (-region) system, entrepreneurial urban governance has been taken as an important institutional engineering in accordance with the competition-oriented new urban politics. Since the critical review of urban entrepreneurialism by David Harvey, the discourse of entrepreneurial urban governance, with the approach of urban political economy during the latest two decades, has been gradually transformed from the power structure of local political economy based on urban growth machine and urban regime to the interscalar power contestation within the framework of spatial rescaling as well as the mechanism of spatial selectivity by state apparatus in response to emerging glocalization. While the contemporary political context of urban governance is full of Western Post-Fordist urban experiences, the paper tries to take the pathway of Taipei's global city formation as an example to explore the ad hoc interscalar contestation due to cross-strait political tension, asymmetric intergovernmental relationships, and vicious intercity competition. In addition, the paper also attempts to explore the institutional constrains of mechanism of spatial selectivity driven by central state to Taipei's entrepreneurial governance capacity and take a experience conversation of different developmental pathway between Taipei and the prototypical Post-Fordist Western cities.
