新加坡校長培育制度對我國校長培育模式建構之啟示

The Enlightenment of the Principal Preparation System in Singapore

摘要


本文探討新加坡校長培育制度,針對其模式內涵及發展沿革提出對我國校長培育制度之啟示。新加坡校長培育制度以八○年代為其濫觴,其制度之建構,由隸屬於新加坡南洋理工大學之國立教育學院(NIE)與新加坡教育部(MOE)合作辦理,自1984年建構系統化之教育行政文憑方案(DEA),以實務實習及師傅校長為其核心重點,尤以師傅校長「配對」制度為其培育特徵;爾後,歷經研究之檢證,復於2001年因應後現代文化之變革,提出以培育未來學校領導者為鵲的之教育領導課程(LEP),並發展為國際化之教育培育機構。本文依其發展脈絡對照我國培育制度提出五點啟示:一、發展統合的教育訓練機構;二、強調多元的行動學習團隊;三、著重變革的領導情境脈絡;四、發展配對的師傅校長制度;五、重視創新的教育領導課程,以作為我國校長培育制度建構系統化模式之參考。

The purpose of the paper is to provide insight into and understanding of the role and function of the principal preparation system in Singapore. Furthermore, the paper attempts to propose the construction of the principal preparation system in Taiwan. The principal preparation system in Singapore originated since eighties. National institute of education (NIE), an institute of Nanyang technological university, has worked collaboratively with the Ministry of Education (MOE) and has offered two highly successful programmes of principal preparation, Diploma in Educational Administration (DEA) and The Leaders in Education Programme (LEP). The DEA programme set up in 1984 focused on executive skills training and learning from experts in the field and on ”the match” progress of the mentoring system. The LEP set up in 2001 aimed to produce school leaders with the capability to transform schools, to cope proactively and innovatively with an education context that is uncertain. According to the analysis of the role and function of the system in Singapore, five main suggestions were proposed as follows: 1.suggest developing a sole and systemic educational training institute, 2.propose emphasizing the varied participator and training progress of the learning syndicate, 3.suggest stressing the essential ability the principal should possess for the ”tomorrow's world,” 4.propose scheming out ”the match” progress of mentoring system, 5.suggest insisting on the innovative spirit in the principal preparation system.
