台灣中小學教科書一綱多本政策制訂過程分析

The Process Analysis of "One Guide-Multiple Text" Policy-Making in Taiwan

摘要


教科書一綱多本是台灣國民教育改革的訴求重點之一,並於近一、二十年來逐步實現。然而,教科書開放審定後,教科書品質良莠不齊、書價高漲、不同版本導致年級之間銜接困難等問題,引發批評聲浪不斷,甚至時有要求恢復部編版的聲音出現。有鑑於此,教育政策制訂有其環境背景,且難以完美無缺或符合所有人的期望。當政策制訂解決一些問題,往往又會衍生另外的問題。 雖然如此,若能從教育政策的制訂過程中剖析其背景、成因、過程與結果,將有利於對該政策的深入瞭解,以對症下藥,從中加以修正、改善,最後取得滿足眾人最大利益之平衡點。本文主要分為五大部分:(1)主要分析國民中小學教科書一綱多本政策環境的情境脈絡;(2)介紹該教育政策的參與行動者;(3)論述該教育政策的制訂過程;(4)提供教育政策制訂過程的改進建議;(5)說明一綱多本教育政策的未來展望。

One guide-multiple textbook policy is an important educational reformation in Taiwan, and it has accomplished these 10~20 years recently. However, some problem has occurred, including the quality problem, the rising price of the textbooks and the difficultly in helping different-grade students integrate their knowledge from multiple textbooks. It results in many animadversion and the voice of restoring national-edition textbook appears. In view of the above, we can know educational policy-making has its background. It's difficult to satisfy everyone's need. When policymaking solves some problem, it usually derives new ones. If we analyze the background, the cause, the process and the outcome of the educational policy-making, we can improve the policy. Finally, We can get the balance to satisfy the maximum benefits. The article includes five sections: (1) analyze the background of one guide-multiple textbook policy; (2) introduce the actors that participate the policy; (3) describe the process of the policy; (4) provide some suggestion to the policy-makers; (5) comment on the future of the policy.
