The purpose of this study was to analysis policy implementation in university department evaluation to get a glance of higher education quality. The study review the documents of education policy implementation and university department evaluation policy at first, and then analysis policy implementation in university department evaluation by using document analysis and Yen's model. Base on the results, the conclusions are as follows: The policy should establish the details of the implementation to be the basis of the policy implementation; The policy should promote the ability and the aspiration of the employee to raise the effect; The policy should evaluation the accountability of the implementation process and the result to be the basis of the improvement; The policy should increase marketing to get the dependence of the people.
