The purpose of this study was to explore the current situation of principals' public relations about the elementary and junior high schools. The study employed interview survey. By interviewing ten principals in elementary and junior high schools, the cognition, role, the influencing factors of public relations were understood. Conclusions were made as followings: 1. The school public relation divides into internal public relation and external public relations. 2. Principal acts as the diverse role to implement school public relation. 3. The influencing factors of individual include: human relation, tenure and age. 4. The influencing factors of organization include: organizational power, school teacher association, committee of teacher selection and evaluation, principals' selection, and interest groups. According to the above conclusions, some suggestions were proposed for principals in elementary, junior high schools and the bureaus of education.
