Recent international assessments display an excellent performance of Finland students. In particular, The Programs for International Student Assessment (PISA) that Organization for Economic Co-operation and Development (OECD) held show that other countries were greatly surprised at education in Finland. The article aims to investigate the main contents of comprehensive education reform in Finland and its implications for Taiwan education. First, introduces the process of comprehensive education reform in Finland. Follow, explains the educational policy in Finland currently. And then analyzes the features of education reform in Finland. Finally, poses some implications as references for Taiwan's education.
