探索兒少保護案件在教育系統與社政系統間的合作樣貌

Explore the Model of Child and Youth Protection Services Collaboration between Education System and Social Administration System

摘要


教育人員自2011年後都占兒童及少年保護案件舉報來源首位,可看出學校是「兒少保護案件」最頻繁的合作系統,因此本研究以質性研究深度訪談方法蒐集研究文本,共訪談9位教育人員,期能探索兒少保護系統間教育系統與社政系統的合作樣貌。研究發現兒少保社工人力資源問題及兩系統間處遇評估存在落差,是影響合作樣貌的主要因素,要在專業間的裂隙搭起橋樑,教育系統認為可從簡化通報行政程序、建立正式溝通平台著手。文末建議:透過共同訓練來因應組織背景所存在的落差,建構同一系統共同價值標準來降低組織文化對個人核心任務帶來的挑戰,建構健全溝通管道來協助兩系統間服務操作面與過程面的整合。

Schools have been the number one reporting source of child protection cases since 2011, which indicates that the social administration system partners most frequently with the education system in child protection services. This qualitative research aimed to explore the model of collaboration between both systems by conducting in-depth interviews with 9 school teachers. This study found two main issues of collaboration: (a) the quality of child protection workers in the social administration system and (b) a lack of agreement between the two systems on case assessment and intervention. To bridge the gap, a formal communication platform needs to be established, and the administrative procedure needs to be simplified. Future recommendations include: (a) conducting joint training on child protection service to address cultural differences between the two systems, (b) constructing a shared value regarding child protection within the school to reduce challenges to individuals due to conflicts with the school’s organizational culture, and (c) improving channels of communication to enhance the integration of the two systems.
