私有林主之參與經驗與造林獎勵政策關係之探討－以台中縣爲例

摘要

本研究旨在探討私有林主之參與經驗與造林獎勵政策關係，在參與經驗上以造林獎勵金、造林貸款、免費種苗等三大類，並將其區分爲：過去參與、現在參與、過去及現在皆參與及未曾參與等四大類型。採以問卷調查的方式對台中地區私有林主進行調查，所得之結果顯示在參與意願、政策認知兩個層面上，具有參與經驗者所得之分數較無經驗者爲高。本研究所得之結果將可提供造林獎勵政策之參考。

The purpose of this study was to discuss relationships of participating experience of private forest landowners and reforestation award patterns. The participating experience were divided into four types: with participating experience in the past, at present, both in the past and at present, and without participating experience. Data were collected from private forest landowners on Taichung County by questionnaire. The results show that both in items of participating intentions and policy cognition levels, the private forest landowners with participating experience in reforestation award, loan for reforestation or seedling without payment, have higher grades than who without participating experience. The results will provide a fundational information for reforestation award policy.
