建構醫院供需價值鏈-以中部某區域醫院為例

To Build Hospital's Supply and Demand Value Chain

摘要


目前臺灣的醫院庫存管理主要強調其倉儲的角色,只求能應付醫療行為的物料需求說好了,談不上降低庫存成本。在賣方市場的時代,醫療機構只要開業營運,其醫療服務往往供不應求,尤其以護理單位的庫存可以隨著醫療服務的提供很快地變成營收,需求單位於是堆積大量庫存,因為它們代表醫院的財產。然而,隨著醫療機構的增加,醫療服務逐漸產生供過於求的情況,賣方市場也轉變為買方市場,因醫療服務提供量的下降或需求的遲緩,大量的庫存囤積無法宣洩,此時庫存頓時成為醫療機構資金的積壓,並產生財務上的壓力。為應證本文所探討的系統改良方法,筆者選擇中部某區域教學醫院了解其所遇到的障礙種類,並透過該院資材管理委員會導入這些改良方法增進管理效能,朝「用最少的金錢,發揮最大的供應效能」的目標持續精進。

Currently in Taiwan, hospital warehouse management is mainly focused on warehouse storage. Reducing storage cost was never the big concern for hospital administrators as long as the warehouse storage was able to meet the demands of medical services. Way back to the prime sellers' time, as one medical institute opened up for business, the warehouse storage would bring in lots of fortune by providing medical services, especially in nursing units. As a result, the hospital accumulated the more medical materials as possible for these materials represented the fortune of a hospital. However, as the increase of medical institutes, the medical demands were far less than medical services. It was obvious that the sellers' market switched to buyers' market Because of the slowness of medical demands, more and more medical materials were stocked in warehouses. They turned out to be the financial pressure for hospitals. In the article the authors select a regional hospital in medical Taiwan to probe into the imbalance and difficulties in medical demands and medical services. We offer some tools and methods fir the entire medical supply and demand system. The goal ahead of us is to spend less money and get the most profit of it.
