本文旨在透過文獻探討法以瞭解世界衛生組織(World Health Organization, WHO)之健康促進醫院(Health Promoting Hospital, HPH)計劃的發展背景、定義和概念,並進一步探討健康促進醫院對台灣醫療體系之啓示及提出醫療機構推行之建議。本文分析歸納文獻發現,WHO自1988年開始著手健康促進醫院計劃,並於歐洲建立了健康促進醫院國際性網絡,發展出健康促進醫院之前瞻性概念和具體的計劃執行策略。WHO所提倡之健康促進醫院是藉由組織發展的工具合併健康促進的概念、價值與標準,重新調整醫院的組織架構與文化,以提昇健康照護的品質,並改善員工、病患及家屬的生活與工作情況。對台灣而言,健康促進醫院的實施將對健康照護體系具正向引導的作用,衛生主管機關應結合專家學者研擬適合之具體推動策略。而醫院的高階主管亦應積極推行健康促進醫院,採取合適之策略途徑,建立強而有力的推行組織以規劃、執行及評估健康促進活動方案,創造支持的政策與環境,以達健康促進醫院之目的。
The purpose of this study was to introduce the development background, concept, definition and problems of World Health Organization Health Promoting Hospital Program (WHO-HPH Program) through literature reviews. Furthermore, this report explored how HPH inspired the healthcare systems in Taiwan and identified crucial elements for hospitals to implement HPH. This study summarized how WHO has been developing the international network of HPH program since 1988 and which visionary concept and concrete strategies have been established for the project implementation. From WHO-HPH perspective, a health promoting hospital incorporates the concepts, values and standards of health promotion into its organizational structure and culture by means of organizational development. This report also explored that the goal of the WHO-HPH program is to improve the quality of health care, living and working conditions for patients, their relatives and hospital staff. The development of HPH will give assistance to orientate the health care system in Taiwan. For this purpose, the health authority and experts will need to establish concrete implementing strategies for local hospitals based on WHO-HPH experiences. In order to bring HPH into practice and further promote HPH, management executive will need to adopt proper strategies, establish a committee to plan, evaluate, and implement health promotion activities, build policies and create supportive environments.
