目標:我國政府投入巨大的社會成本實施醫藥分業政策,目的在保障民眾用藥安全及提昇醫療品質,本研究探討該政策之服務品質現況。方法:本研究採問卷調查法,探詢已實施與尚未實施地區,民眾、醫師、與藥師在醫藥分業政策之服務品質提昇目標部分所關切的議題。結果:(1)民眾與藥師對於醫藥分業政策持有強烈的期望。(2)已實施地區民眾較藥師更重視「藥師專業」,未實施地區民眾則較藥師更關心醫藥分業執行中「醫師與藥師之間良好的溝通關係」。(3)已實施地區民眾認為比較重要的是「醫師對病人病情的掌控度」與「民眾在醫療上有知的權利」,而醫師相對對這兩項不重視。未實施地區民眾較重視的是「增進民眾領藥的便利性」、「避免民眾在等待調劑時,受到其他病菌感染」及「藥師調劑能力的專業素質」,而醫師相對對這三項較不重視。結論:綜而言之,政策之實際執行結果,政策利害關係人當中民眾、醫師、與藥師,在醫藥分業服務品質項目重要度認知上存在相當大的落差。
Goal: The government has invested mass budget to implement the policy of separating drug dispensing practice. The idea of this policy is to ensure the safety of drug use and improve the quality of medical care. The purpose of this research is to investigate the performance of this separation policy and its service quality. Method: Questionnaire survey has been adopted in this research to study the concern issues of patients, pharmacists, physicians between the regions that already have practiced this policy and the regions that have not. Results: (1) There are strong expectations from patients and pharmacists for executing this policy. (2) There are widely different viewpoints between the clinicians and the pharmacists. (3) Each party state their own benefits but leaving out patients real demands. Conclusions: This study suggests that there is a large gap in expectations among patients, the policy executers and that of the policy stakeholders.
